avifil32: sign-compare fixes

Hello

As the previous time I was inserting too many casts, I
want to ask whether this approach is better
(introducing an ULONG version if it fixes compare
warnings, and casting away remaining problems)
If this is not alright, could you tell what's the best
way to fix?
