No, no one is working on that DLL. As Bryan Haskins has said, you can use 
native dxdiagn.dll, but maybe this does more harm than good because no one 
will implement it in wine. The native DLL comes with all sorts of licensing 
issues. Even though there are more important parts of DirectX that need 
improvement, like dsound, dplay, dmusic or a start of a d3d10 implementation.
