"It probably needs to be in shell32 since there is apparently no
exported dirid for it. The important thing is that it must be
localizable, that's why it can't be hardcoded to "All Users" in
wine.inf. Currently it's not handled quite right in shell32 either, so
that would probably have to be fixed first.
