[1/7] D3D9: Add a non-shader reversed fog test

Something in this patch set breaks Peggle (Steam game,
comes with The Orange Box) when it's running in
software rendering mode.

There is just a whole lot of:

fixme:d3d_surface:surface_convert_format Cannot find a
conversion function from format WINED3DFMT_X8R8G8B8 to
WINED3DFMT_X8R8G8B8
