comctl32/tab: Draw hottracked tab button properly (resent)

It should be fixed of course but is unrelated.
Current obvious problems are:
- vertical buttons interior rectangle is ~2 pixels higher and ~1 pixel 
thiner then it should
- hottracked rectangle looks like a text bounding box. It should be a 
whole button size
