CertGetPublicKeyLength() test failures on Win7

Thanks for checking that.  That appears to be a bug to me, then,
although it could be that it's failing for some other reason I haven't
guessed yet.  I think broken() would be appropriate in this case,
since Win7 is the odd man out.
