Can Relay miss some calls in initialization stage?

Hi, all

I'm working on relay layer in WINE.
When I turn on WINEDEBUG=+relay, relay looks to miss some calls.

When is the relay layer loaded?
Before dll loaded or after?

If WINE does something in its initialization step, relay can catch those or
not?
