msi: Update the version strings to match Windows Installer 4.5.

Hmm, that's a good point. It turns out that the patch is pretty minor 
anyway, as the installer happily permits continuing even if the native 
Windows Installer 4.5 redist fails, so I certainly don't have any 
objections for deferral.
