Interesting that ANYONE would consider any version of Windows 3.x as an operating system.  Now, computing environment is a different answer.  Programming for it was an adventure.  You should see what happens when 'resources' empty out.

As to the openwatcom question, I used to have programming books for Windows 3.1 that came with the full MS build environment...

Those were the days....Setting up NICs on Windows 3.1.1 for an enterprise level test...
