Isn't that more a release notes document?

So we'd have:
 * Press Release
   Announcing the new Wine to the world at large. Must be readable by 
   people who have never heard of Wine before.

 * Release notes
   A user friendly and high-level description what's new and what's 
   changed.

 * Changelog
   A detailed description of what's changed from a developper 
   perspective, that is the usual list of commit messages.
