Sure -- seems to be a MSYS issue though:

$ touch touch1 touch2

root at me ~
$ ls --full-time touch*
-rw-r--r-- 1 root Administratoren 0 2013-10-13 13:33:47.000000000 +0000

-rw-r--r-- 1 root Administratoren 0 2013-10-13 13:33:47.000000000 +0000 
touch2

root at me ~
$ uname
MINGW32_NT-6.1
