With this change and the others (pager, toolbar, treeview), IE4 now seems to
process both the "Favorites" dropdown menu and the "Favorites" frame display
(the former is a toolbar the latter is a treeview). The History and Channels
still don't work. I can't believe how much IE4 does either during or because
of WM_NOTIFY messages (mainly NM_CUSTOMDRAW).

   - Implemented RB_MAXIMIZEBAND for the "ideal=TRUE" case.
   - Implemented NM_CUSTOMDRAW notifications for the ITEMPREPAINT and
ITEMPOSTPAINT only. (Used by IE4 - go figure.)
   - Invalidate window rectangles after certain RB_ messages like the
native. Fixed some painting problems.
   - Added UpdateWindow call in _MoveChildWindows to fix other painting
problems.
   - Set the Caption Font as the default font for all bands.
