ReSubmit of new version of REBAR

The previous submission was diffed against the wrong version. My fault due
to fat fingers. Here is the correct diff and the original description.


Here is the latest version of the REBAR control. It seems to reproduce the
native control's layout and borders for almost all cases. Test programs were
ControlSpy, IE 4, and WinRAR. This version still does not support dragging
bands to different rows.

TAR.GZed for size reasons

     - correct rebar window borders and handling of RBS_BORDERS, now matches
native.
     - major redesign of band layout, now comes a lot closer to native for
the test programs.
     - support RBS_VARHEIGHT for both on and off.
     - better debug info, and performance improvement
