autoconf 2.50 fix

  tools/config.guess,
  tools/config.sub:
Added support for autoconf 2.50 (but it will still works 2.13):
- AC_CYGWIN needs tools/config.{guess,sub} with autoconf 2.50 and
  the extra files are harmless (not used) with autoconf 2.13.
- AC_DECL_YYTEXT is removed because it's obsolete with autoconf 2.50
  and the macro it defines (YYTEXT_POINTER) is not used by Wine.
