SystemParametersInfo

Please, review the new version of SystemParametersInfo
implementation.

Is there any  way to check:
1) whether Wine process is the first process started
for current Wine server?
2) whether Windows application runs under Wine or
Windows?

I can implement these checks, but I'd rather use
existing facilities.

Let me know if you have any concerns, comments.

Changelog:
Created new infrastructure for SystemParametersInfo
function. Used it to implement processing for
SPI_GET/SETBEEP, SPI_GET/SETBORDER,
SPI_GET/SETSHOWSOUNDS  system parameters. Created unit
test.
