SystemParametersInfo / GetSystemMetrics

Updated version of the patch with implemented
recommendation to remove some logic from
GetSystemMetrics.
The unit test currently does not run because of crash
in queue.c. I'll retest the changes later. The test
worked before.

Changelog:
Created new infrastructure for SystemParametersInfo
function. Used it to implement processing for
SPI_GET/SETBEEP, SPI_GET/SETSHOWSOUNDS
system parameters. Created unit test.
