start integration of a font rendering system into gdi

This doesn't really do a great deal yet, it just puts down the
framework that's needed.  Includes a partial implementation of
GetGlyphOutline and GetOutlineGlyphMetrics but these are essentially
unused at present.

Need to re-run autoheader and autoconf.
