Regapi

This is big rewrite of regapi application. Moved all
the logic to regedit, command-line compatible with
Windows regedit. Regapi application is broken now,
don't worry. In future plan to remove regapi
application completely, add Unicode processing to
regedit.

I'm not a Makefile wizard, please look at the Makefile
changes.

Have problems with running unit tests with "make
test", using wine testing framework. Probably the
problem is in using "qx" function to run Wine
application from perl script. The tests can be run
manually without problems. As soon as the problem
resolved the tests are Wine testing
framework-compatible.
Tested under Windows too.

Changelog:
  Created regedit replacement. Fixed tons of bugs,
created thorough unit test for regedit.
