enhanced GetWindowTextLength

	enabled GetWindowTextLength? for windows of other processes
	fixed GetWindowText(Length)? for windows without title

the wineserver protocol needs to be regenerated with tools/make_requests

P.S. why are messages that are send to other processes mapped to
unicode in dll/user/message.c:SendMessageTimeoutA ? doing this the
result of sending WM_GETTEXTLENGTH is always the length of the unicode string
which is acceptable but unusual for GetWindowTextLengthA.
