Another Minor Mingw32 Patch

This one could have a configure check but I havent had the time to learn
How to properly write one and mingw is the only platform I know of that
doesn't
have ftruncate support. If anyone has the time and wants to help I have
about
4 or 5 things I need ./conf checks written for.
