I guess that was my mistake.  I copied you to let you know I had offered
the patch to wine-patches (also to let other wine developers know
where I was getting my understanding of Windows).  I didn't intend for
you to reply to all to that.  As I understand it, wine-patches is for
wine patches, that is, changes to Wine code you honestly believe will
improve it.  diff -u please.  Discussions on the behavior of Wine and
Windows go better in wine-users - or wine-devel, if you think you may be
able to contribute to Wine.  All 3 lists require that you read them to
post to them.  I gave you the List- headers for wine-users, and you
should be able to extrapolate the others.
