Small changes to notepad

Please, remove file lcc.h

Q: Is my changelog automatically added to the
ChangeLog file in the notepad directory? If not,
should I update this file manually or we do not need
to use the local file at all?

Changelog:
  - made notepad compile with Cygwin
  - made changes to the precompiler directives to
check for specific features instead of checking for
the environment version
