Remove ChangeLog files (was Re: Small changes to notepad - 2)

Ok, lets remove these files, so there will be no
confusion anymore.

Changelog:
Removed all the ChangeLog files except the main.

Files to remove - 8 files with name ChangeLog under
"programs" directory.
