Add excpt.h

+       * include/winnt.h, [new]include/msvcrt/excpt.h, include/Makefile.in,
+       * and a whole bunch of files which use exception handling
+       Peter Hunnisett <peter at transgaming.com>
+       New file msvcrt/excpt.h. Move some stuff out of winnt.h into it.
