Alternative make scripts

In one of patches before 
("Small changes to notepad - 2") I submitted make
script to build wine notepad under cygwin, but it was
not committed. 

Does that mean we don't need alternative build scripts
in the Wine tree (probably except winetest)?

If yes, could you, please remove all other build
scripts:
programs/wcmd/makefile.bcc
programs/view/lccmakefile
programs/notepad/lccmake
programs/control/lccmake.bat
