Updated toolbar

With these changes (and the ones to rebar), OE 5 will display the menu bar
line correctly.

  dlls/comctl32/toolbar.c
    - Add additional TOOLBAR_CalcToolbar in a different
      path of Autosize.
    - Remember and process WM_SETREDRAW messages.
    - Process strings specificied in InsertButton{A|W}.
