oleaut32 initial fixes

As requested here is a set of initial patches which enable my VB program to
bring up some of the panels. I still have very wierd things going on, but
not sure why!

Changelog:
> VarCmp support for BSTR and Integer variants
> VarAnd support for boolean variants only
> VarNot support for boolean variants only
> VarParseNumFromStr support for negative numbers
> VarNumFromParseNum support shorts and some currency
> VarDateFromUDate return value is incorrect
> VarNot support for boolean variants only
> VarFormat stub

Comments welcome - I've never touched ole / variant coding before....
