Minor fix to Rebar.c

With this fix, IE5.5 will display the "Favorites" panel (not the dropdown
menu) correctly except that none of the actual items show. That is a
treeview problem. This gets the "Add..." and "Organize..." buttons in the
correct place.  On to treeview....
