basic, readonly, localhost only SMB network file support

Hi,

This patch allows wine to read small, simple files off a samba server
on localhost. The code uses the SMB protocol over TCPIP, not the VFS.

wcmd
c> type localhost\\test\x

This patch (and any i submit to this list should be considered
LGPLed).
