Fixes and tweaks for the sysparam test

   This test was written before one could specify printf formats for ok.
The result is that it never printed the faulty values when something
goes wrong. that bothered me so I modified it to always print the value
it got and the expected value in case of a discrepency. And because it's
a bit tedious to do with ok, I added an eq macro:

   Would it be worth adding to wine/test.h?
   (note, we would need another macro for strings)

   I also found a bug in the SPI_{GET,SET}BORDER test and fixed a case
of bad copy/paste in the SPI_{GET,SET}KEYBOARDDELAY test.

   I also had to add definitions for IDI_APPLICATIONA and IDC_ARROWA so
that the test compiles on Windows.
