dlls/msvcrt: msvcrt-popen-1.2

This patch is to be applied over the "msvcrt-popen-1.1" patch release 
earlier. This provides a meaningfull error message to increase 
"POPEN_MAX_FILES" in the case where the current default (10) is not enough.
