[PATCH] GlobalRegistryDir config patch

Hi,

This patch adds a new option in the config file, in the 
[Registry] Section.

The option is "GlobalRegistryDir" and its use is optional.

If it is set and starts with a '/' (absolute path), 
the Global Registry files will be read from this path and
not from the ETCDIR.

This is the last place in wine which have a hardcoded path 
(ETCDIR) which can't be changed after compiled.

With this will be easier for an sysadmin to set multiples 
wine trees for multiple applications in a multiuser environment
and have a different "standard" registry (global) for each
tree.

I think that Codeweavers had an issue with the registry
and this was one of the reasons why multiuser setup was not
supported in Crossover.  So this might (or not) help them.
