PATCH: dlls/ntdll/ntdll_misc.h and struct timeval

dlls/ntdll/ntdll_misc.h now uses struct timeval even though that has
not been introduced (at least on FreeBSD):

  In file included from ../../loader/pe_image.c:49:
  ntdll_misc.h:31: warning: `struct timeval' declared inside parameter
                   list
  ntdll_misc.h:31: warning: its scope is only this definition or
                   declaration, which is probably not what you want.

Fixed thusly.
