Better wineoss error messages.

Add better error messages to explain cause of
recient regression and a possible solution.
Clean up some comments.

This patch doesn't fix the problem but anounces
it and provides a possible solution.  The real fix
will have to wait until I finish the direct sound
capture OSS driver.
