Fix kernel locale test #2

Hi,

I found another problem with this test. This patch supersedes
my previous patch. My Win98 has FoldString[A|W] but returns 
ERROR_CALL_NOT_IMPLEMENTED when they're called. This patch
makes the locale test deal with this situation.
