advapi32: read domain info from registry

ChangeLog: read the
Policy{Account,Primary}DomainInformation from the
registry, rather than hardcoding it to "DOMAIN".

I read it from the Windows 9x location for workgroup;
there isn't an NT location for this AFAICT.  Fixes
NetWkstaUserGetInfo, NetServerEnum default domain.
