commdlg: Some file dialog fixes

Changelog:
  Phil Krylov <phil at newstar.rinet.ru>
  Implemented OFN_OVERWRITEPROMPT and OFN_EXTENSIONDIFFERENT flags.
  Changed IDL_OVERWRITEFILE string resource ID to IDS_OVERWRITEFILE -
  it was obviously a typo. Use the extended UI for the "Look In" combo
  like Windows does. Select the text in the "File name" field after
  filling it like Windows does.
