[DSHOW-12] DevEnum bug fixes + special category enumeration

Hi,

I have fixed a few bugs in DevEnum and one in Quartz. I have also
reactivated code to enumerate special categories and have fixed the issues
that caused it to be deactivated in the first place.

Changelog:
- Fixed buffer overflow in IFilterMapper2::RegisterFilter
- Fixed buffer overflow in DEVENUM_IPropertyBag_Read
- Fixed NULL pointer de-ref in DllRegisterServer when IFilterMapper2 is not
registered
- Allowed returning the moniker in IFilterMapper2::RegisterFilter
- Enumerate special categories without causing infinite loop
