CreateWindowEx error code update

ChangeLog:

Modification of windows/win.c/CreateWinedowEx(A,W) functions in order to return 
the appropritate error code (1507: ERROR_CANNOT_FIND_WINDOW_CLASS), when the
window class has not been registered. These value was 0 in win95 and win98. It
is  1407 in NT4SP6 and XP (not tested on 2000).
A test case dlls/user/ec_win.c is also created (to be added to Makefile.in if
suitable).
