[RESEND] Localization to the Portuguese (1/2)

Please to apply this patch, therefore has an compilation error in the
previous patch. Also I separated in two parts the patches, because this file
(pt.txt) must be applied with patch -p0 and the other (pt-novo.txt in the
next patch) with patch -p1.

- separation of some resources that only existed in English, with support
also
to the Portuguese;
- lesser adjustments in menus;
- recriation of the file progman/Pt.rc and creation of others;
- change in #include "windows.h" for #include <windows.h> in some files.
