docs: wine-devel [16/16]

After applying this patch, please do:
    cvs rm -f documentation/{build.sgml,tools.sgml,cvs.sgml}

ChangeLog
    Remove redundand sections from the guide:
	tools: is now included in the new bin2res
	build: moved to PACKAGING
	cvs: is available in many other places.
