dbghelp

This is a first (and incomplete) shot at implementing the dbghelp DLL.
Note: I put a new (cvconst.h) header file in the include directory. This 
file is not part of the standard SDK APIs, nor the DDK, but is part of 
the MS studio SDK. However, it's highly needed if one wants to toy 
around with dbghelp.h. So, I put it in include/ so that others can use 
it (starting with winebdg). Feel free to put it where it makes most 
sense (the ROS folks may also need it).
