Fix ICU detection code

This has been too long a pause between working on Wine. I really missed it.

configure.ac

    * Starting from several versions ago, the static library named for
      ICU are libsicu*.a, and not libicu*.a. Change the configure script
      accordingly. Old behaviour can be achived by explicitly setting
      the ICUUC_LIB and ICUDATA_LIB environment variables.
    * Add printout of the linking test. Before, it could have failed and
      the user watching the configure output would get no feedback of it.
