commdlg - revert my broken patch

This fix is from the CrossOver tree where we see some users having
issues in Access97 and other Office97 apps where the application
creates a Win32 dialog that has a Windows 3.1 style. At the time I
didnt understand what the code was doing and thought it was only for a
user that wanted a Win 3.1 look.
