wineinstall problem when .wine exists

Hi,

I just got the latest CVS, did a 'make uninstall' removed my fake windows
stuff and deleted everything (*.reg, config and dosdevices) in my ~/.wine
directory.

Now I did a clean tools/wineinstall.

The actual creation of the links under dosdevices fails because dosdevices
is only created when there is no ~/.wine.

Attached patch fixes that.

Changelog:
create ~/.wine/dosdevices if it doesn't exist
