[DXDIAG2] First Implementation

Hi,

  I have seen many differences between windows and wine headers  
definitions/dependencies. 
I have to include winuser.h in wine (with others headers) who break dxdiag.h 
use (because it use a #define GetProp) while in windows i only need to 
include objbase.h

 Changelog:
  - correct dxdiag.h
  - add dxdiagn.dll
  - simple implementation of IDxDiagProvider

 Todo:
  - better IDxDiagProvider Impl (Init and creation of root container)
  - IDxDiagContainer Impl
  - Fix version.rc (it's the version number from dpnet)
  - Found wine headers breakage
