make CryptEnumProvidersA return the exact size of the provider

Hi,

    Initially CryptEnumProvidersA was returning the size of the
maximum provider name when enumerating providers, and while this does
work, it doesn't follow the behavior of the windows advapi32 dll nor
the documentation.
