RESEND make sure CryptSetProviderEx doesnt delete the 'Type XXX' key

This is a resend of this patch...it's been through a couple times.  If
there is anything keeping the patch from being committed, please let
me know.  Thanks.

Changelog
   * make CryptSetProviderEx only delete the 'Name' value and not
delete the entire 'Type XXX' key when deleting the default provider.
