winmm - add a check for real drivers

Hi,
I wanted to move the drivers out of the Config key and in to the
driver32 key but then we would have to rewrite winecfg and in the the
users would have to use regedit to change drivers until thats done.
This way saves us trouble in Wine and keeps ReactOS and Wine WinMM in
sync.
I think this is also implemented in the way Eric wanted. Any
objections?

Changelog:
When checking for Wine WinMM drivers in the registry add
a check for low-level [hardware] drivers if there are no
Wine drivers detected.
