OLEPictureImpl_Load: fix for VB?

Hi,
some VB programs feed OLEPictureImpl_Load with { 0x746c, ... } or { 'tl', ...} 
as ole-header. Combination { 0x746c, 0x0000 } prevents VB apps to start, 
hence, i've put a workaround based on patch by Fabian Cenedese 
<Cenedese at indel.ch>

ChangeLog:
	workaround for 'Failed to load control 'SSTab' from TABCTL32.OCX.'
